[MC-222209] Shulkers cannot exist in the same space as light blocks

Light blocks are supposed to be as functionally non-solid as possible. However, shulkers appear to disagree with this assertion, as one in a space with a light block will teleport out of it as soon as it can.

Untested with structure voids.
