@unknown, perhaps it's difficult to see in the screenshot on this report because the particles and the stained glass are both grey, but the particles that are between the glass and the water are rendering as if they were behind the water. This is a duplicate of MC-186538.
I don't see much difference between the particle colour in both areas. In fact, I would expect some difference (a grey tint), but there doesn't seem to be one. In that case, the rendering order of the particles and the glass would be wrong. There is already MC-186538, but the effect seems to be different. It's at least related, I think.
