No I'm saying that the issue FeAr is encountering might be MC-218167 because they are playing in 1.17.1

It's not fixed pre 1.18 because of MC-218167

i have experienced this bug in multiplayer 1.16.5(modded server) and 21w18a(vanilla)

it seems the mining is always the same speed no matter what tool you mine it with(its using half the speed of a hand)
