[MC-222531] Tuff blobs doesn't generate between heights 0-16

On the changelog, it's been stated that tuff blobs can be found at the heights of 0-16, But I can't find any single tuff blobs at those heights.

Reproduce

Create a new world
Go into spectator with night vision (easier to see this way)
Go go between Y:0 and Y:16
Fly around a bit
❌ Notice no Tuff blobs

Did you open your world in 21w13a or a previous snapshot then update it?

Nope, It's all generated in 21w14a, I'll put a screenshot to prove it

Try to replicate it yourself, I don't know if If I'm just unlucky or it's not implemented yet. I've seen MaxStuff review the snapshot and he couldn't find the tuff blobs as well at those heights

Same here as well, I think the lightning rod waterlog situation happened with this as well, when they state a feature in the changelog but it's not implemented yet.
