Pointed Dripstone ignores the "doTileDrops" gamerule

Can confirm.

Steps to reproduce:

1. /gamerule doTileDrops false

2. Place pointed dripstone on a ceiling

3. Break the block above the stalactite
   ❌ It drops, despite gamerule doTileDrops being set to false.

Relates to/duplicates MC-87929. It is affect by the gamerule doEntityDrops, because falling blocks are entities, so it is probably intended.

This is intended, and has actually been reported as MC-208062.
