/setblock command not working in command block

I am trying to get a command block to simply place a redstone block if a score is above a certain amount. I have tried many different commands:
setblock, execute as, execute if, execute at
I can do a /setblock 0 55 0 minecraft:redstone_block in chat and it works but if i put the identical command in the command block, nothing at all happens. There is not output in the chat or command block as if the command is just not being executed.

Placed fresh command block in a different location, the exact commands I was doing before are now working with this command block. Is the location the command block in something that can mess with the command block? Maybe the command block is getting locked up on something?

Can you check in a Superflat world setting the block at 0 10 0 instead? Make sure you do /tp 0 10 0 before you place the command block.

Due to the ridiculous removal of world gen from recent snapshots, I Cannot load this world anymore, and have lost all willingness to go any further with this, as the project I was working on was killed along with the world gen. Please close this ticket.
