so i loaded up a 21w15a world and... the world stretches down to y=0 and up to y=255
why is this 1 block under the limit and beacause of this, the new caves have also been removed.

There are no big caves, the maximum grate to build is 255 and there were supposed to be more and the lowest grate is 0, and for example in the 21w07a snapshot there is a -60 grate and in the 21w15a snapshot it is as it used to be.

They removed it due to the future plan being to release half of the update, the blocks and mobs, in the summer. The second update with the world generation in the holidays.
