[MC-223576] World Building Height is 255

This happened when I was buiding something to the world building height limit (256) and when I was there going to place another block, it didn't work, it said the building height limit was 255, Usually I would be able to build up to 256.

The height goes from y=0 (bedrock) to y=255, both y-levels inclusive, so that makes 256 blocks.

Actually I tested on 1.16.5 and I got to build up to 256 but when I play 21w15a it is 255 so I am not playing bedrock and The building height limit is 255. Mojang said that the World building height limit is back to the one in 1.16 (256) so Mojang did not make it 255 on java edition.

Bedrock refers to the block at the bottom layer of the world, not the MCPE-esque edition.
The height limit in 1.16.5 is the same as 21w15a. See MC-214965 for explanation
