Powder snow gives frozen effect in creative

This, "Works As Intended" due to the resolution of MC-205069.

As you mentioned in the description this is the opposite of MC-205069, which has intentionally been fixed, therefore this issue is working as intended. You can still wear leather armor if you don’t want to freeze.

Mojang, by resolving MC-205069, implies this is a feature, and not a bug.

It is. Mojang specifically added this as a feature, they wouldn't have if they thought it was a poor idea. If you hate it that much, then suggest it on https://feedback.minecraft.net, but it's definitely works as intended.

If you want it to be changed you can go to the feedback site and like I said, you can still wear leather boots if it annoys you.
