No, it doesn't affect 1.16.5, but it affects 1.8.9, and not fixing a bug in a version used by a large portion of the community is pretty annoying. 1.8.10 maybe?

This is caused by a keyboard issue, not Minecraft. See MC-54194.
Also like was said outdated versions of Minecraft are not supported on the tracker.
