The C&C Preview Datapack can sometimes create biomes with the ID "minecraft:null" or turn biomes that aren't oceans into "minecraft:ocean" biomes. The corruption creates intense lag while crossing the chunk borders.
How to recreate:
1- Create a world with the C&C Preview datapack.
2- Go around and load chunks, may be random but this happened to me the most when I had ocean biomes loaded
3- Biomes with wrong ID's will generate and the corrupted ID's will spread to already loaded biomes.
4- Once the corrupted biomes are unloaded the bug stops and world generates as intended.

WHICH WEEK'S CavesAndCliffsPreview.zip are you using? Week 15 had the first one, week 17 definitely has an updated one, and I think week 16's was different (it was 0.01mb bigger than the one from week 15). If you're using the wrong datapack you're gonna have a bad time.
EDIT: apparently people on 1.16.1 or higher using datapacks have been having this problem. So I guess it's not a snapshot-specific error at all.

Can confirm, the biomes also appear to remain as null when switching to older datapacks. When generating new null biome chunks it spams the console log with "Received invalid biome id: -1"
