[MC-224881] Snow powder in cauldrons don't affect any entities

When mobs or players are in cauldrons filled with powder snow they don't get freezed

Duplicate of MC-205045, which is resolved as Won't Fix though I heavily disagree with that resolution

Even though MC-205045 is only about players, another report about entities in general is already resolved as a duplicate of it. Additionally it is very likely the same underlying behavior.
Therefore I will resolve this as duplicate of MC-205045.
