The Bug:
Drowned die from falling 23 blocks, instead of 24 blocks like other zombie variants
Steps to Reproduce:
Summon a zombie 23 blocks above your position by using the command provided below.
/summon minecraft:zombie ~ ~23 ~ {ArmorItems:[{},{},{},{id:"minecraft:iron_helmet",Count:1b}]}
Observe how the zombie doesn't die.
Summon a drowned 23 blocks above your position by using the command provided below.
/summon minecraft:drowned ~ ~23 ~ {ArmorItems:[{},{},{},{id:"minecraft:iron_helmet",Count:1b}]}
Take note as to whether or not drowned die from falling 23 blocks, instead of 24 blocks like other zombie variants.
Observed Behavior:
The drowned dies from fall damage.
Expected Behavior:
Drowned would not die from fall damage upon falling 23 blocks.

Afaik, every zombie variant including drowneds has 2 armor points, but skeletons don't. However, armor does not affect fall damage. I think this may be the underlying cause though; can you please attach a video of this occurring?

I run into the same problem when creating a mob grinder in 1.19. I was confused because my wither skeleton fall-damage-grinder works properly. My wither skeleton would fall, and it would only require one hit to kill it. This doesn't work on my drowned grinder. I will need 3 more hits to kill a drowned. If I increased the falling height by one more block, the drowned fall to its demise, no exception. I looked up to find wither skeleton and drowned both have 20 HP, so I started looking up on the Internet when I found this post.
Can confirm in 25w02a. Currently dies at 22 blocks due to MC-279301.
