Axolotls attempt to attack entities that are outside of the world border

The Bug:

Axolotls attempt to attack entities that are outside of the world border.

Steps to Reproduce:

1. Locate a large amount of water and set the center of the world border to your current position, along with making it fifty blocks wide by using the commands provided below.

   /worldborder center ~ ~

   /worldborder set 50

2. Spawn a fish next to the world border.

3. Shrink the world border so that the fish is outside of it by using the command provided below.

   /worldborder set 40

4. Spawn an axolotl and wait for it to notice the fish.

5. Take note as to whether or not axolotls attempt to attack entities that are outside of the world border.

Observed Behavior:

Axolotls attempt to attack entities that are outside of the world border.

Expected Behavior:

Axolotls would not attempt to attack entities that are outside of the world border.
