[MC-225241] Goats don't charge through non-solid blocks such as grass or flowers

If there is grass or a flower between you and a goat, they will not charge you. This is because all blocks between you and the goat have to be air, but I feel they should see you through foliage such as grass and flowers.

I am unable to reproduce this issue. Goats seemed to have no issue with ramming through these types of blocks.

The issue is they don't see you through these blocks. They may charge through them if they're already charging.

I am still unable to reproduce this. The goats saw me through the tall grass and proceeded to ram me.
