From 21w19a release notes:
Added mineable/axe, mineable/hoe, mineable/pickaxe and mineable/shovel block tags. Blocks with these tags can be destroyed more quickly with the matching tool.shears.json and sword.json are missing from
/data/minecraft/tags/blocks/mineable/despite several blocks being able to be mined faster with these tools.
Affected blocks:
#minecraft:leaves - shears.json
cobweb - shears.json & sword.json
#minecraft:wool - shears.json
#minecraft:carpets - shears.json - fixes MC-192893
bamboo - sword.json
Loosely relates to MC-225354, but different in that this issue has an affect on the vanilla game.
Related was closed because there are no blocks which require wooden, golden, or netherrite tools.

I'd like to highlight that this might not be interpreted solely as a feature request, as evidenced by the treatment of MC-198933, a similar issue that was not marked as invalid. I propose reopening this report to allow Mojang to determine whether it should be classified as a feature request or not.
