some things dont have a tool, if you want it to get a tool, that is feedback and no such bug, go to the Minecraft Feedback website!

Can confirm in 21w06a. Also, @unknown, I am quite certain that this is an actual issue as this ticket has been assigned a "Mojang Priority" by Mojang themselves. If the team felt that this wasn't a problem, this report would have been most likely already marked as resolved.
