The Bug
Honeycomb blocks don't have an assigned tool, their mining speed is the same no matter what tool is used.
Steps to Reproduce
Place down six honeycomb blocks.
Obtain a sword, axe, shovel, pickaxe, hoe, and some shears.
Break the six honeycomb blocks using a different tool for each block you break.
Take note as to whether or not honeycomb blocks have an assigned tool.
Observed Behavior
Honeycomb blocks do not have an assigned tool.
Expected Behavior
Honeycomb blocks would have an assigned tool.

this isn't really a bug, its just a lack of a feature. its the same thing as saying "zombies are unable to teleport like enderman" because it was never intended
Shears would make sense as a tool for honeycomb blocks. You use shears to collect honeycomb from beehives. It would be consistent with wool.
The fact that it doesn't have an assigned tool is a valid bug in my opinion, but the fact that the assigned tool is not a hoe is not.
