[MC-254749] Reinforced Deepslate doesn't have a tool used to mine it

Mining Reinforced Deepslate with your fists mines at the same speed as an Efficiency 5 Netherite Pickaxe. This doesn't make sense.

this is severe. i dont think the entirety of minecraft can function correctly with this bug existing. this needs to gat "patched" immediately /j

We'll see if mojang fixes this; blocks without tool assigned got reported before, and they were valid.

I can confirm this behavior. Reinforced Deepslate doesn't have an assigned tool.
