[MC-18361] Wool is categorized as a shear-broken block, but carpet needs no tool

In adventure mode shears are needed to break wool but anything can break carpet

Sounds intended. You can pick up a carpet by hand pretty easily, but you have to break the wool block apart.

I'm pretty sure that the new adventure mode makes this all irrelevant, because you can't break anything no matter what tool you have.
