When standing on land and breaking a block submerged in water, the block-breaking particles do not show up. The block just disappears or (in survival mode) drops.

i used fast in the video but still happens on fancy
in fabulous graphics it doesn't happen but I have a bad computer, so if i use fabulous it just makes my game lag
Since you mentioned that you were using fast/fancy graphic settings, this ticket is a duplicate of MC-188529, which was later resolved as "Won't Fix". You can use the "Fabulous!" graphic setting to fix this issue.
