When light emitting blocks generate as ores, they do not emit light

The bug

When putting glowstone in ore features in the latest release, the glowstone generates, but does not give of light, you must update the glowstone individually. I discovered this while creating a custom dimension. I tried optimizing the world as that is what it said to do for MC-151906, but it only worked once and did not update the lighting after that.
Might also relate to MC-151906 however, the other glowstone blocks in the clumps don't update together and the only way to update the blocks is to place or destroy blocks around them.

This did not happen in 1.16.5

How to reproduce

1. Download the provided data pack

2. Create a new world with the data pack

3. Observe that the glowstone does not give off light
