[MC-225895] Floating grass can still generate above lava lakes

The bug

While made significantly rarer, they still sometimes appear. Relates to MC-610.

How to reproduce

Seed: -9139513274683859579
Coords: -23.36 70.26 -153.34 61.35 21.75

You must travel to the location manually instead of teleporting, or else the bug won't be present.

I set the gamerules doFireTick to false and randomTickSpeed to 0 if that helps. You might also need to teleport away from that location then walk to the lake.

This is likely because the blocks are destroyed on tick and you are using `randomTickSpeed` 0

I did not modify randomTickSpeed and it still happened (strangly).

Edit: You must fly to the location instead of teleporting.
