[MC-225928] Wither skeletons attacks piglin brutes on the same team

MC-172304 was fixed, but there appear a new bug about friendly fire, wither skeletons and piglin brutes will fight on the same team(About piglins and piglin brutes attack wither skeletons on the same team is MC-225908), wither skeletons don't attack normal piglins on the same team.
