[MC-225908] Piglins and piglin brutes still attack wither skeletons and withers on the same team

Though MC-172304 was fixed, it appears that its not fully fixed for piglins and piglin brutes as they still attack wither skeletons and withers on the same team that they are also in.

I'm unable to reproduce wither skeletons (and withers) attacking piglin brutes on the same team, only just piglins and piglin brutes attacking wither skeleton and wither teammates on their team.

In fact, I found that wither skeletons don't fight back.
