Axolotls move extremely quickly when ridden by another entity on land

When ridden by an entity on land, axolotls begin to move very quickly.

Steps to reproduce:

• /summon minecraft:axolotl ~ ~ ~ {Passengers:[{id:panda}]}

• Wait for the axolotl to move fast. Holding bamboo for the panda may speed it up as well.
