Coal block looks as if it is in the wrong slot for Creative Inventory

If you go to the Building Blocks section of the Creative Inventory and scroll down to the ore/raw ore block variants it goes from Ancient Debris, Coal Block, and then all the raw block variants. The only thing that is strange to me is that Coal is not a raw material such as Raw iron or Raw Gold, Shouldn’t it be with the other non raw blocks, like the Diamond Block or Emerald Block? Is this intentional or not?
