Smooth lighting transitions poorly between light levels 0 and 1

That’s a small change in light and it looks fine to me. Did you try changing the level of smooth lightning?

Actually, seems like we already got another ticket about this that's already triaged - MC-197497. No idea how I didn't see that one.
