[MC-227423] Wither cant be spawned by placed down soul sand and skulls

When i try to place down 4 soul sand in a t-shape and put wither skeleton skulls on top the wither does not spawn

It doesn’t want to spawn at all? Even if you update the blocks?

I think it is because of the long grass obstructing it.

Yeah the bits under it's "arms" need to be air blocks. Grass obstructs it.
