[MC-227701] minecarts issue with powered rails

Minecart powered rails will not move minecarts, minecart hoppers etc will not move and regular minecarts will have the breaking animation while not being affected.

Please provide some screenshots or videos of this issue occurring whilst the F3 debug screen is enabled.

Those are activator rails, this is the intended behavior.
