As described, some of the blocks with the waterlogged block state do not have the correct visual state. Once they are updated, however, the water will appear/disappear.

I understand that, but even when simply viewing the world for simply textural purposes, the visuals themselves are incorrect. I'm not sure how this has to do with interaction since none is required to see these issues.
This is a valid block state, but it can't occur in the vanilla game. If it can, please file a new bug report.
