What I expected to happen was...:
1.16.5での仕様:
天井に張り付けた額縁と額縁に入れたアイテムをドロップすると、アイテムは上(天井)から下に*落下し*、アイテム化する。
1.17での仕様：
天井に張り付けた額縁と額縁に入れたアイテムをドロップすると、アイテムは上(天井)から下に落下せず、額縁の上にあるブロック上にドロップしてアイテム化する。
天井から落下しなくなっているので、1.17でのバグだと思います。

Steps to Reproduce:
1. キャラの真上に何かのブロックを置く(この真上のブロックを天井と呼称)
2. 真上のブロックに真上方向に額縁を張り付ける
3. 真上の額縁にアイテムを張り付ける
4. 真上の額縁を左クリックする
5. @1.16.5 :額縁に張り付けたアイテムが真上から下に落下する
@1.17 :額縁に張り付けたアイテムが真上のブロックの上側にドロップし、アイテムが落下しない

I can confirm this happens to me as well, but it also happens in 1.16.5. When left clicking an item that is in an itemframe, and the item frame is placed on the bottom of the block, the item tends to get stuck on top of the block.
This means that if you placed an itemframe on the ceiling of a room on your house and left clicked an item out of it, you would have to go all the way outside your house and get on top of the roof to get your item back.
Sorry, This issue is my misunderstanding. The action at Version 1.16.5 is same as Version 1.17. I'll delete this issue.
