[MC-228016] Sand and other blocks have darkened borders

Sand and other blocks have darkened outlines, it doesn't really affect anything gameplay-wise, its just mildly annoying to look at the blocks

Mipmapping is disabled in the screenshot, so this is a duplicate of MC-1794.
