I have a loaded map that I zoomed out twice. After zooming out once, the map returned empty so I had to explore my world again to fill it in. When I zoomed it out the second time, I ended up with an empty map again.

In 1.16.5, when I zoom out a map, it retains a small portion of map area that has been explored. But now in 1.17, it completely erases every thing.
Also, when I take it out of my hotbar, place it in my chest, log out and then log back in the game, it says "Unknown Map" when hovered instead of showing me what map number it is as well as the scaling. Is that intended too?

We're tracking this issue in MC-883, so this ticket is being resolved and linked as a duplicate.
That ticket has already been resolved as working as intended, which means this is not considered a bug and won't be fixed. Please do not leave a comment on the linked ticket.
Also, there is MC-142694 which describes the preview in the cartography table being wrong, you could vote and follow that.
