[MC-228671] Can't move into scaffolding when falling

Scaffolding version of MC-222296.

The player cannot move into the scaffolding whilst falling.

As a workaround, you can sneak and that lets you into the scaffolding.

if you reach a high enough falling speed you won't be able to get into the scaffolding even while sneaking.
