Today after restarting my server, my server's memory usage has nearly maxed out, as well as the swap file usage. No changes made and no one is logged in.
Prior to the 1.17 update, there wasn't a memory usage issue.
Server has 4GB Ram. Currently using 3.54GB with no one online. Before it was 2.5GB
Swap has slowly crept up to 334MB, before it was 8-12MB
Update: When stopping the world and starting swap and memory usage will max out and the minecraft process/console will crash. After I start the console again, it's seems to be more normal again.
I also switched back to our 1.16.5 map just to see if there was any difference. No change from switching.

@Jess Edward I looked MC-219639, but that seems to be a separate issue. Every time I stop the world and restart it, Swap usage shoots up. Even reverted back to my pre 1.17 map, same issue.
I run a number of server processes on my server and 2 of my worlds have seen this similar thing. In fact one of them can't even fit inside 16GB of memory. On world was created in 1.16 and the other in 1.14.
They will crash when I attempt to run the world on my laptop with far less memory. One of them is a very small world and the other is about 1GB of save data.
