[MC-229503] Can't use a Glow Ink Sac on a tamed Wolf

When I try to use a Glow Ink Sac on my tamed wolf, it won't work. I don't know if this is a bug, glitch, or an unimplemented feature, but its strange.

To remake the situation:
1. Collect a Glow Ink Sac (minecraft:glow_ink_sac)
2. Attempt to apply to a tamed wolf
