[MC-229652] Turtles not moving on land

I've noticed that turtles won't path find when on land. The biggest proof is when you try to lure the turtle with sea grass, it will simply stare at you but won't move a muscle.

Turtles are not interested in kelp, they eat seagrass.

I was unable to reproduce the turtle acted just fine

I was also unable to reproduce this issue in 1.17.1 Pre-release 1.
