[MC-230024] can't join 1.17 servers

i can't join minecraft 1.17 servers, it keeps saying io.netty.channel.AbstractChannel$AnnotatedSocketException: permission denied: no further information: (server name)/ (IP of server):25565. i really want to play on servers but its impossible for me, I reinstalled Minecraft and tried everything, but the issue isn't my router or connection because i can still join servers in 1.16.5
