I noticed that when breaking iron copper and gold ore in my new world i was getting more than one raw ore I then got some lapis and got 8 without fortune so I did some testing and with or without fortune you generally get the same amount of lapis/gold/iron/copper. But when testing with diamonds I never got more than one without fortune and did get multiple with it. I also understand this is similar to other entries but this is more specific at least as far as compared to the ones I saw.

I am also unable to reproduce this issue in 1.17. Did you happen to be using any data packs when experiencing this issue? If not, please provide some screenshots or videos of the problem occurring whilst the F3 debug screen is enabled.
Cannot reproduce. Mining 1 stack of lapis ore with fortune 3 yields a bit over 13 stacks of lapis, while without fortune about 6.5 stacks.
