Mine cart going up hill ignore's block that shoudl stop it. Same block stops mine cart on the downhill.
Reproduce:
Rail Block <-- this is the one that's ignored on uphill

When going uphill, the cart will pass right through that top block, but coming back down, it stops as expected.
