Wolf ears and legs aren't mirrored. Other mobs either have mirrored symmetrical body parts or separate UVs for each part.

Install the testing resource pack
Spawn a wolf

We've discussed internally and have decided to undo the changes we've made to the mirrored mob parts, as it is the current art direction to keep both limbs the same. We view that this works as intended.
Perhaps it's time to update some old mob's texture files to have a separate mapping per element (allowing resource pack makers to change each element separately as desired) then. This doesn't need to result in visual changes to the mob. 😉
I hear you! That's unfortunately going to break many existing resourcepacks, it needs to be carefully planned with many parties. We can't say when this will happen, but if we get a feature request and many votes that will help us prioritise things further in the roadmap.
True, but that's what the pack version is for. It's already updated to a new number almost every update due to a change in how some textures are used, or model/block state changes. (Eg when the drowned arm got flipped to properly be mirrored.)
