Boat preventing shulker box from opening

when you want to open a shulker box, where the opening space (the space it extends to) is blocked by a boat you are unable to open the shulker box

What I expected to happen was...:
I expected that the boat gets pushed away or phases into/trough the shulker like other entities in MC-107946 

What actually happened was...:
you are unable to open the shulker box

Steps to Reproduce:
1. place down a shulker box in 1.17
2. place a boat in the opening space (described earlier) or ride it there
3. try to open shulkerbox

PS: I found no report on the same issue
