[MC-230642] Cannot make torches

I tried making torches in my personal crafting ,and also with a crafting table, but there is no option to make them.

I'm in a survival world with cheats off. Is there a way to check without turning cheats on?

Update:

I just created a brand new world without changing any settings, and I still cannot make torches.

See MC-118772, you first need to create a stone pickaxe in order to get the torch recipe. You should be able to create one without the recipe book though.
