In every difficulty except "peaceful" skeleton horses can spawn when lightning strikes.
The skeleton horses themselves don't attack the player and also don't disappear if summoned in with commands when the difficulty is set to peaceful.
It might not be intended that skeleton horses can't appear in peaceful difficulty. I'd expect them to spawn in peaceful as well, but without the skeleton riders.
This is a feature request.
