[MC-230961] enchantment table only showing 2/3 enchants

trying to enchant unenchanted weapons and only 2 of the slots are appearing, don't know if this is a bug but found nothing when searching for it.

did renew the enchants (enchant something) but nothing changed.

As suggested above, make sure you have 15 bookshelves in the proper location around the enchantment table. Also make sure that there is nothing between the enchantment table and the bookshelves (including torches or carpet).
