[MC-231756] Rail spawn floating on mineshafts

I was exploring the new chunks of my Minecraft world and I found a mineshaft. as I was walking in one of the floating mineshaft levels with the chains holding it. I fell down to my death and when I got upstairs again I saw that the rail was floating
