[MC-232011] scafolding cannot be placed on enitity blocks

mainly enchanting table chests that included traped version to hoppers and anvil along with the damaged versions you cant plance scafolding on top even with shifting as seen in the video

All blocks apart from the hopper shown in the video, don't have a visible top face therefore they shouldn't be able to support scaffolding in my opinion. This would make the scaffolding appear to float and would look unnatural. The issue with the hopper is MC-151620.

Chest, anvils and enchanting tables are not full blocks therefore blacks that need support like scaffolding cannot be placed on them
