Installed the datapack on the server and encountered several errors.
1) Tick.json does not work (minecraft / tags / functions)
2) Only the first command (any) works in functions

It looks like your game is modified. Spigot is modified server software and is not supported on the bug tracker, if you can reproduce this issue in a vanilla environment, feel free to make a new report.
