Scroll can't be remapped at all on supported stream input devices.

using steam controller configurator is less than complete for hotbar functionality.
has been like that since 1.16.3 or so i've heard from others similar reports.

*I expected a way to map out:
1. scroll up &
2. scroll down,
both to LB & RB buttons on a xbox one controller.

*no hotbar scrolling functionality can be mapped on windows 10 whatsoever.
